SEO and performance

Both handle the fundamentals properly. Framer generates a sitemap and robots file automatically, supports per page and CMS driven meta, custom head code and JSON-LD, and serves sites server rendered from a global edge network with automatic image optimisation. Redirects are supported on paid plans. Webflow covers the same ground with its own controls and offers code export on Workspace plans, though that export excludes things like CMS content, ecommerce and forms, so it is less of an escape hatch than it sounds. In practice, performance comes down to how the site is built rather than which of the two you chose.
